Yes, you described my concept accurately.  But, open to alternatives.  Like maybe a split view with a sizable panel sharing the main view - instead of a dialog that I'd have to FIX as ON-TOP-ALWAYS or resize the main window to leave room on the screen for it.<br/>
Mainly though just to be able to scroll through entries and quickly visually parse the details.  The tooltip (size aside - and I understand why) is very nice for quick individual parsing.  When I have several I'm parsing through though, hover/pause is kind of inconvenient.
