A font size of 9 in 3.x should be equivalent to a font size of 11 in 4.x. They should look the same. But it's not a perfect conversion, I'm sorry to hear that you had to adjust it. I just know that when I was on 3.x, the font size was 11. After I upgraded to 4.x, the font size went back to 9. I had to change it back to 11.
